I'm having a hard time understanding how Wizards and Clerics gain spells. I think I'm mentally just too stuck on how they worked in 3.X.
In 3.X/Pathfinder a Cleric has access to all the spells on his list at the levels available. Does it not work this way in DCC?
I'm confused about the way the Spell sections are set up on Tables 1:5 and 1:12.
Any help explaining this to me would be greatly appreciated.

A cleric has access to a number of spells based upon his level. These spells are typically rolled randomly, but the judge may choose some or all of them based upon the nature of the god.

For wizards ther's a lot of info in the book: they have to get those spells somehow. For clerics, I let them choose whenever they gain new spells, based on what their gods would let.

Wizards are supposed to get a random selection of spells from the list when the character reaches 1st level, then add more spells with a random roll each time they advance in level.
If they encounter scrolls along the way, they may choose to learn those spells instead of a random roll.
