Joseph has said that there will be an open beta test this year. I believe the current timetable has the beta document showing up around June. Last I heard Joseph is still pushing for a November 2011 publication date.
So, if you don't mind waiting until summer, you will definitely be able to get a game or two in.
Other than that, at this point I don't think many people besides Joseph and Harley actually have copies of the rules.
