I have not seen anyone mention this here, but our own Raven Crowking has produced three booklets with his thoughts for campaign creation. I recommend them very highly. Although technically system neutral they are clearly applicable to DCC.

I especially enjoyed the third, on sandboxes. In preparing a little campaign I have, for the first time ever, built a little data mapping diagram of what location might lead (via clues or otherwise) to what location. It has really made the entire world come alive for me, as the creator. Really good stuff. I started building campaigns in 1981, and I am still learning.
