I "let" players roll damage against them, but they are not allowed to use Luck to modify those rolls.

But I don't think that using Luck to modify attack rolls against you would break the game. Luck use has its own built-in balance mechanism - your Luck is now lower than it was. This decreases your chances of succeeding in a Luck check, which can also have dire consequences.

Also, use of Luck would not negate a natural 20, any more than you could use Luck to make a lower roll into a natural 20.

I've not ever experienced animosity from my players in 44 years of running games. That doesn't mean that letting them roll is a bad idea, but if your players are angry or feeling slighted by DM combat roles, there are other problems going on.
