Should dwarves only fumble on sword and board attacks if both attack dice come up 1 similar to the halfling?

I don't see anywhere where it states that a dwarf only fumbles if he rolls a "1" on both dice, so I wouldn't assume that he is just like anyone else and fumbles on either weapon if he rolls a "1".
