Are there consequences for abilities scores reduction ? (apart from Luck (the modifier doesnt change) and 0 abilities which are already treated page 96)
Do the modifiers, spell maximums, hp change ?
If so then what are the modifiers for 1-2 scores ?

Yes. Essentially, everything gets re-figured with the lower attribute bonus.

HP are easy enough. Just undo the old bonus and apply the new one.
Spell maximums are kind of tricky becasue suddenly a mage may forget a spell or two. You could have wizard characters select spells in order, then if they forgot one you could take away spells in the reverse order. Or do it randomly.

The game officially bottoms out at 3, since the range is defined as 3-18. However....
(1) You could allow scores under 3 to keep a -3 modifier.
(2) You could allow scores of 1 or 2 to have a -4 mod.
Honestly, I haven't had many situations where a character fell that far. I think what I'd do is #1 above, where I would keep the -3 mod.

When abilities drop below 3 in my games, they're barely functional. STR 1-2 would be as strong as a baby or toddler, AGI 1-2 is all the coordination of a toddler who's just learning to walk (crawl, toddle, stumble, trip), etc. Anything that could defeat or block or confound a baby will impact such a diminished character the same way depending on which abilities are reduced. No need for modifiers; you're going to fail to do anything that isn't so painfully rudimentary you wouldn't need to roll anyway. Heck, STR 1-2 you're not going to be using a weapon, and even if you manage to hit something, you're not going to do any damage to anything bigger than a mouse.

Even with spellburning ?

Another question :
is it absolutly sure that every time it's said "+/- x to an ability" without the word "modifier" then the modification applies to the score, not the modifier ?
ex: the miniature gorilla familiar gives +1 to the Strength score ?

Yes, I'm sure it means +1 to the attribute.

Spellburning yourself that low would be perilous, so yes, it would be rare. Read
THIS.
