I think that the rules imply by omission that a cleric can attempt to Turn Unholy each round, regardless of any previous failures (NEs) or insufficient potency to affect all of the unholy creatures. For example:
in round 1, the cleric rolls a 12 and turns 1 of 8 skeletons
in round 2, the cleric can attempt to Turn Unholy again, rolls an 11, resulting in an NE
in round 3, the cleric attempts Turn Unholy yet again, rolls a 24, turns T1d8+CL, does D1d4 to the turned unholy, and does 1d3 a single unholy at which the beam was directed (within 60')
Do I have that correct?

I would personally count a failure towards disapproval, as the cleric is making a spell check, but otherwise I would agree.

Turn unholy: A cleric wields his holy symbol to turn away abominations. At any time, a cleric may utilize a spell check to deter unholy creatures. An unholy creature is any being that the cleric’s scriptures declare unholy. Typically this includes un-dead, demons, and devils. For more information on turning unholy, see page 96. As with all spell checks, the turn unholy spell check is made as follows: 1d20 + Personality modifier + caster level + Luck modifier. Failure increases disapproval range, as noted above.
