I'm still waiting for the actual rulebook, but based on the Quickstart Guide and Beta version, I'm trying to figure out:

1) What starting occupations provide spells ?
2) How many spells to give a 0-level characters ?

None, and zero.

Once a character survives to 1st level, then they can select the wizard class to acquire spells, or do the same by moving out of the larval stage as an elf.

(Thematically, I handle this by assuming that 0-level characters that become wizards are at the end stage of some sort of apprenticeship: the 0-level experience is a final test before their masters reveal to them the keys that unlock actual spellcasting...)

I was confused by this:

Character creation in the DCC RPG follows these steps:
1. ...
2. ...
3. ...
4. ...
5. Attempt to survive your first dungeon. If you survive and reach 1 XP, you advance to 1st level. At this point, you choose a class. See page 19.
6. Based on the class, you may know some spells.

Because the steps follow in order, step 6 basically just indicates that you may know some spells *if you selected an appropriate 1st-level class at step 5*. You didn't *choose a Class* at 0-level; you randomly rolled an Occupation.
