Goodman Games

I'm a bit confused by the maps of level 10. Specifically map 3. In area 24, there's a set of stairs. Where do they go? How does one get from the bottom level into area 25? Is there a door missing? I don't see any way to get from the entrance in area 1 to the two upper levels. What am I missing here?
