CS of Full-Fledged NPCs?

CS of Full-Fledged NPCs?
Pages 64-65 state that to calculate the CS of a full-fledged character, you add the max MRV of the highest branch of each category for the total. Easy enough, but then in the example the character's Reflex MRV is added as well, even though earlier on page 64 it says "a creature's battle phase rank does not factor into its CS". So should Reflex be added to the CS for full-fledged characters or not?

I'd say not since it does not contribute to Potential-Harm.
