DCC#0 NPC specific question

Quick question:
DCC#0 Area 1-3 NPC Gurt
Why is his Move Silently +4 and not +6?
Why is his Fort save +5 and not +4?
I'm using e-tools to level him up to war4 and when I set him up at war2 he is not matching your stats.
