The Scepter's Shield was developed by the Elves of Tannanliel, for their military forces. Their mid-level military casters are known as Scepters, and are the most common rank used to support the Thorns, Tannanliel's Infantry group. The Scepter's Shield was designed to provide a caster with protection, so he can remain close to the infantry he is supporting. It has no offensive weaponry, as this is provided by the caster and any magic item's he may have. And here are the Stats:
