i think that you would need to lower that bonus to a +2 at most; as it is, it's hidiously over-powered for a single use of a steam power when you consider that a magic item that boosts strength by +2 costs 2000g and a boiler costs 50g, it's seriously unbalancing to allow someone to us a single boile...

At 5th level, if you've got skill check bonuses in the +20 range, an armor class over 30, ability scores above 22, saves above +8 and so forth - I'll have to indicate there is a problem. i was just doing a few calculations about the lunar rain, probability nd so forth... as we all know, durring the heaviest lunar rain (21+ on 1d20+0or4) there's a chance per half hour that a direct hit from a fairly large rock occurs (DC 20 reflex, 1d10 squared damage) using the time info in the core...

In that case, are there any particular suplements that are/aren't allowed for character creation? I'll completely understand if you're not allowing anything beyond the core D&D books and the dragonmech books released to date, of course.

mechs that use hooked hammers, barbed blades, and lobsterclaws are considered grappled when they hit thier opponent and thier opponent fails a reflex save

that's the closest mechs come to grappling (actually, i wouldn't put it past a mech devil to figure out how to grapple effectively in a mech)
