Dan, I am assuming that the main rulebook for ERP will come with templates for all the "standard" fantasy reaces (elves, dwarves, etc.). I am curious how ERP will handle home-brewed races? I have bounced an idea around to have a world populated with races that are anthropomorphic animals....

There are no encumbrance rules in the system, because movement does not require the use of a battle mat or minis (so why track encumbrance?). I assume the Eldritch Role-Playing System will give players the choice to create the standard fantasy races (elves, dwarves, etc)? So if a PC was attacking the Giant Rat above would they need to inflict 4 threat [4 hitpoints] or 8 threat [4 hitpoints + 4 bite/active defense] to dispatch in a single hit? 4 threat points would knock it out, 5 would kill it.
