I remember Battlesystem being a good blend. Simpler than the hardcore wargaming rules, but complicated enough to make tactics useful. The PCs from the tournament player pack were all 10th level, so I'd hazard a guess that the range is for characters level 9-11th.
Just a guess though. It was a tough dungeon though, so maybe it will be bumped up to 10-12th.
