My thinking for including the alterations on fire/ray/electrical attacks was that the water would either partially douse fire, refract rays, or wildly conduct electricity, making those types of spells less effective. i'm not worried about the manifestation ( his magic missiles appears as glowing handaxes hurling at enemies) but more should the actual spell be effected when done underwater or at targets who are underwater? Would water lessn the damage? should it? I'm just not sure where or if, magic missile falls...
