Bookmarks in my pdf are not working. Anyone else having this issue?

Am I blind? I cannot seem to find scope use DC's for creating programs or drones. Does each security level have a DC that I've missed? For what it's worth, I'm looking directly in the 'skills' section and not in the Scope chapter.
