Hi there,
I'm the Chatty DM, a RPG blogger. With my buddy Johnn Four of http://www.roleplayingtips.com, we have launched a new contest with several cool prizes. Among those prizes are: 3 copies of Goodman Game's GM Gems book (print or PDF - your choice)!
Entering the contest is dead simple, you submit a one-Sentence NPC description either in my blog's comments here or at Johnn Four's email (johnn@roleplayingtips.com). See blog and Johnn's latest e-Zine (if you aren't a subscriber yet, it will be up here, later this week) for tips on how to do just that.
Each entry nets you a chance to win one of the prizes (random draws).
Contest starts now and is opened until July 13th.
At the end, we will edit each entry and publish/distribute a free PDF document containing them all. This is going to make one hell of a GMing aid!

one sentence? hmm... how will I express a complicated background akin to the lord of the rings for each npc?

Have a look at the entries so far, some people have managed to write complex but shortish sentences that include a full NPC and an adventure hook all rolled up into one.
The idea is to focus one's ideas in as concise a concept as possible.
IMHO. a NPC is and will always remain a secondary prop to the PC's actions. The NPC needs to be intriguing, interesting and useful for the players. That can be done with little prose.
