Determining Base Speed?

Base Speed in DCC for Humans and Elves is 30. 20 for Halflings and Dwarves. I assume all Genotypes in MCC have a base speed of 30 unless otherwise modified (mutations)?

p116 has this information:
Movement
Pure strain humans, mutants, and manimals move 30’ per action. Plantients move 20’ per action. Base movement rates may be affected by mutations and some artifacts. If characters are encumbered with a heavy load, they move more slowly. The judge determines what kind of encumbrance system to use.
It would probably be better if their slowness compared to everyone else was mentioned in the description of the Plantient class but it isn't.
