Ability loss d/t roll the body and bleed out .. lay on hands

Can a cleric heal the permanent ability damaged taken from bleeding out / roll the body if the character survives with lay on hands?
What level must the cleric be?

Not with Lay on Hands.

Said cleric has two choices.

(1) He can request divine aid. There is a big cost to this, of course, but it is an option. Considering the price to be paid, I would set the DC fairly low (10?) if it were only a single point; higher if more damage needs to be restored.

(2) The 2nd level spell, restore vitality, with a result of 20+ can restore permanent ability score damage (but not lost Luck).
