Attacks and Spellcasting checks both use an Action Die.

But if the penalty is to attacks only, then it won't affect Spellcasting checks.

That's how I'd call it, anyway.

Why does the wizard have a -2 to attack rolls? If its due to a negative strength modifier, then no. That only applies to melee attacks and melee damage. A negative intelligence modifier would impact spell checks.
