Is there a plan to put out a complete listing of spells?

There are new spells in several products, both official and third party. Many of these are, of course, patron spells...but not all.

Liber Arcanum immediately springs to mind. There is a Scrying spell in The Revelation of Mulmo. The Gong Farmer's Almanac has also introduced new spells, as has Crawl!, Crawljammer, and the Sanctum Secorum Companion.
SoBH pbp:

Cathbad the Meek (herbalist Wizard 1): AC 9; 4 hp; S 7, A 7, St 10, P 17, I 13, L 8; Neutral; Club, herbs, 50' rope, 50 cp; -1 to melee attack rolls. Hideous scar.

You can get the index of all things released by the inestimable Taco Jon. That thing has an index of all the new spells IIRC...

That was just the writer having some fun and trying to evoke the spirit of the genre - namely, Vance's Dying Earth stories.

Exactly.

That is there to evoke the idea that no one will ever know all the spells (as opposed to a game where it's all codified).

Remember, too, that NPC spellslingers don't always follow the PC's rules, meaning they can have effects that the players can only wish they had...
