As a default, I'd say the repair damage is lost first. Most steamborgs in combat would probably try to get hit in the metal parts because A) they don't feel pain on the metal parts, and B) with the exception of their steam engine, the metal parts aren't essential to their continued life; they won't...

DC is the key
by easier i think it specifically means the craft DC is much lower to repair than to make a new one. Yes, if you were to repair it point per point you'd pay more in materials, but the DC for repairs is much lwoe rthan the DC to plan/design/craft a new one.
