There is no list. Free actions are dramatic actions that should not interrupt the fun. Like heroic speech! No GM will say, "your war cry cost you an action".

Would you repost your average die-rank by level table?
Have you considered using my variant with Resilience and the option for PCs, NPCs, and monsters with special powers to "force" a save, thereby bypassing Resilience? Maybe?

Because, at least with magic spells, forcing a Saving Throw on the target will require a difficulty check for the action, in addition to the opposed roll. If you allow the Resilience DP to kick in automatically, no difficulty roll is needed for the action. That will be a revision to the core rules. ...
