All of the above, just as you stated them. Hit points, attack bonus, everything gets reduced as the stat drops. The important thing is, no matter what you decide, it should not be as good as (or better than) that Warrior's/Dwarf's Deed Die.

Another option: Let them have the result of a 1d3 Deed Die, but the Deed Die *reduces* attack roll and damage.

Some spells specifically say that you can choose a lower result. Ekim's Mystical Mask is one example. In the "General" information it says "the wizard may choose to invoke an effect of lesser power than his spell check roll to produce a weaker but potentially more useful result"...
