Are short, medium and long range for ranged weapons defined anywhere? Or does the GM decide how many feet constitutes "long range"?

Is the weaponry ADP of a character with martial arts calculated using the unarmed ability tree, or the Melee ability tree?

On Page 46 of the core rules, under the section labeled "Fortify (Maintainable)", there is reference to an "unfamiliar power source". Is this term defined anywhere in the rules, and if not, can someone define it here?
