I always thought locks and traps were what dwarves were good at. You could give those to them instead, seeing how dwarves too have a bit of trouble getting on the level of warriors.

That does sound pretty much like what I had in mind, when I think about it: paladins add a bit of cleric to their warrior abilities, barbarians take in some thief, now just give chaos champions some arcane magic and you're set.

The class is weak but that's not the biggest issue. The biggest issue is that there is little variety; all Halflings are essentially the same and the class forces them to be played essentially the same.
