It's up to you! There's nothing really set in stone in DCC for magical armor, as far as I can tell. But things you CAN change are the check penalty, the fumble die, the movement penalty. You can also think of obscure and strange things to add to the armor. Adaptive camouflage, or maybe it shines so ...

Every time I've seen any reference to "per above" in a spell result table, it is referencing the previous result on the specific results of that spell's table.

If you are going to remove clerics, then I also suggest severely nerfing wizards so that they actually have to find and research their spells instead of getting them automatically when they level up. I think wizards have it too easy in DCC these days. I'm leaning towards no automatic spells when leveling up to 1st level. But they may be visited by a demon or something that may tempt them with a grimoir with one spell in it, or maybe a handful of single-use scrolls, in exchange for whatever mcguf...

I don't have any codified rules, but I really haven't had trouble just dividing HD/Levels by two for anything that is printed in 5E, and then just using it mostly-as-is in DCC.
