Who is doing the illumination art for your "dungeon of Nocyrag" certificates? It reminds me of the 2nd ed Mystara DM Kit's work. I would love to have it and anything else the artist has to use as borders for handouts.

Chill touch cannot be used with ranged weapons to get the bonus damage right. The range of the spell says touch but the rule says that the next attack gets the bonuses and does not specify if that is a melee attack only.
