The only rule for a score below 3 that I've had to come up with is for the cleric who has been wearing a ring of regeneration that causes an uncurable -1 PER after every 33 HP it heals (turns you purple and pustulent). He's only run out of charges once because he only loses the spell 5% of the time and tends to use spellburn to cast it again before resorting to the staff. I thought the wizard staff only allows the casting of the spell a few times a day, not unlimited. He can store three "color sprays" in the staff, IIRC. After he rolls a '1' and loses the spell he uses these up and then casts a few more "color sprays" using spellburn, so the '1' ...
